Bicycle parking for municipalities: from bike rack to full-fledged mobility hub

Why modern municipalities are moving on from standalone bike racks to covered, equipped shelters in strategic locations.

Municipalities investing in bicycle parking today no longer rely on a few loose racks on the pavement. Expectations have shifted: commuters, students and shoppers want a covered, safe and well-lit spot — close to the station, school or shopping street. Where this is provided, cycling numbers rise measurably.

Why standalone racks fall short today

A classic bike rack no longer fits an e-bike or cargo bike. With no cover the saddle gets soaked; with no lighting people avoid it after dark. And without clear boundaries, everyone claims their own patch of pavement. The result: cluttered streets and bikes ending up chained to lamp posts.

What a good shelter actually does

A covered shelter with two-tier racks doubles capacity on the same footprint. Combine that with e-bike charging points, a locked box for higher-value bikes and a leaning rail for cargo bikes — and you've moved from a bike rack to a full mobility hub.

Four design principles that work

1. Locate the shelter within 30 metres of the destination. Every extra metre halves usage. 2. Always cover it — rain is the biggest deterrent. 3. Provide lighting and street visibility: social oversight is the best security. 4. Plan for cargo bikes: reserve 15 % extra-wide bays.

Subsidies and standards

In Flanders, both the Mobility Department and provincial cycling funds support investment in quality bike shelters. Start with the location, not the number

The most common mistake in a bicycle parking file is to start with a number. There is budget for a hundred spaces, so a hundred spaces are built — and only then does anyone look for where they fit. The result is a shelter in the wrong place that stays half empty, while fifty metres away the bikes are propped against a wall.

So start from the walking lines. Where do people arrive, and where do they need to go? Cyclists park where it lies on their route, not where it looks tidy. A shelter thirty metres off the walking route is structurally less used than one right on it — even if it is smarter, safer and better covered. That is not laziness but seconds: anyone who has to leave the bike further away than the distance they still have to walk experiences that as a detour.

In practice that means: at a station as close as possible to the platform entrance; at a school on the side where the pupils arrive and not on the car park side; in a shopping street spread over several small spots rather than one large one at the far end.

How many spaces are needed

There is no general benchmark that holds for every municipality, but three rules of thumb work well in practice.

Count at the busiest moment, not the average. A shelter that is half full on a Thursday morning but overflows at school closing time is too small. The peak moment shapes the experience, and the experience decides whether people keep cycling.

Add a margin to the existing occupancy. If a current location is full today, actual demand is higher than what you count — some people already park elsewhere because it is full. That hidden demand becomes visible as soon as you expand.

Plan for the situation ten years from now. Cycling in Flanders has been growing for years and a shelter lasts fifteen years. Anyone who builds exactly for today's demand will be short within a few years. Expanding afterwards always costs more than building generously from the outset — or, if the budget does not allow it, at least physically reserving the space for a second phase.

Lighting and social safety

A bicycle shelter that is dark in the evening is not used in the evening. That sounds obvious, but in project files lighting is still often treated as a separate item — the first to be dropped when the budget tightens.

Two things matter. First the lighting itself: enough light, evenly spread, with no dark corners behind the structure. Second the sight lines. A shelter visible from its surroundings — from the street, from a building, from a busy path — feels safer than one out of sight, even with identical lighting. Social oversight does more for the sense of safety than a camera.

That sometimes clashes with the wish to hide the shelter from the streetscape. Our experience: choose visibility. A neat, well-designed shelter in full view serves the streetscape better than a hidden one that people avoid after dark.

Accessibility for today's bicycle fleet

The classic bicycle is no longer the norm. Electric bikes are heavier, cargo bikes are wider and longer, and bikes with child seats or panniers do not fit a bay dimensioned for a bare bicycle.

So always provide a number of wider bays, a step-free approach and enough manoeuvring space between the rows. Without that you get cargo bikes parked crosswise in front of the rest and older users avoiding the shelter because they cannot lift their e-bike into it. In both cases the usable capacity falls far below the figure on paper.

Phasing within a multi-year plan

Few municipalities can deliver their entire bicycle parking policy in a single budget year. Nor do they need to, provided the phasing is thought through in advance rather than emerging afterwards.

Work with modular systems you can later extend with the same module, physically reserve the space for the next phase when building, and keep the appearance consistent across phases. A municipality where every phase looks different loses the recognisability that makes people read the shelters as one system.

From tender specification to installation

In a public tender, the quality of the specification determines what you ultimately get. Three points that make the difference in practice: state the centre-to-centre spacing rather than just the number of spaces, otherwise whoever calculates tightest promises the most spaces; specify the surface treatment, because that is the first thing cut in keenly priced offers; and ask for a foundation based on the actual subsoil rather than a standard solution.
